Starting a new community-driven hwdb

As part of the gardendevd work, we also need a way to have a hwdb which is not tied to the systemd monorepo, while still having the completness of what systemd offers.

Today Gardenhouse gains a new project, a community driven hwdb which mirrors the systemd hwdb and can contain custom hwdb rules.
