Seedfiles: a new systemd-tmpfiles implementation

Another day another Gardenhouse component! This time it’s systemd-tmpfiles.

Seedfiles implements most of systemd-tmpfiles features that are used by most distros, it has been tested as a drop-in on Gentoo.
